The TRANSITER observatory seeks to assist political decision-makers in evaluating the societal acceptance of policy measures geared towards decarbonization and resilience in Luxembourg. Its primary goal is to bridge the implementation gap and promote the adoption of effective environmental policies. The observatory will aggregate potential policy measures from reports generated by “Luxembourg in Transition” international consultation teams, along with national and local strategic policy documents. Additionally, interviews with institutional actors and co-creation workshops involving engaged citizens will contribute to refining and expanding the pool of measures.
To assess the social acceptability of these policies, the TRANSITER observatory plans to employ a smartphone application, inviting citizens to express their opinions. Through regular inquiries, the app will delve into citizens’ lifestyles, potential behavioral changes, and the acceptability of specific policies or packages. This application will also serve as an information dissemination platform and a channel for establishing social norms.
Furthermore, policy measures deemed widely acceptable by the population will undergo additional testing via focus groups and debates involving citizens and socio-economic actors. These sessions will adopt both thematic (mobility, housing, food, etc.) and geographical perspectives, reflecting the spatial realities of the country.
The culmination of this comprehensive data collection and analysis will result in a portfolio of acceptable policy measures, endorsed by the panel and focus groups. The TRANSITER observatory embraces a participatory methodology, aspiring to become a prominent reference in the exploration of social acceptability and policy support, leveraging the strengths of various employed methodologies.
